Intelligence - The reason Captain America has such a high intelligence is because not only is he a naturaly smart character, but he is also a master tactician, leader and field commander.

Other Power - The reason this category is so low is because the only ability he has is he is an all terrain acrobatic master and a hand to hand combat master. But technically he doesn't possess any superhuman abilities.

Weapon Ability - Captain America has a very high weapon ability rating because he is an expert with his vibranium steel alloy shield and can use pretty much any weapon given to him or objects around him.
